Your reply is still awaited. All head of offices of Prasar Bharti , M/o I&B are once again requested to forward the Absentee statement in respect of officials serving under your control and taking salary from this office latest by 15th of every month to avoid over payments on account of salary through E-mail or by post. All head of offices under Prasar Bharti are requested to forward the absentee statement in respect of those officials who are on long leave, EOL, Resigned, Retired etc and taking salary from PAO IRLA of respective month latest by 15th of every month before preparation of salary bill in order to avoid over payment of pay an allowance. Most Urgent Information needed - Sub;- Pay Fixation order as per 7th CPC

MESSAGE - It has been seen that pay fixation orders of most of IRLA officers who are taking salary from PAO IRLA not received by this office . The same were expected to received by this office by 10/08/2016. All head of office are requested to forward the same latest by 19/08/2016before noon positively otherwise this office will not in a position to release the salary of left out officials as per 7th CPC. It has been noticed that, a lot of officials serving under Prasar Bharti are on ad-hoc promotion since long while and their extension of ad-hoc promotion receive by this office after a long gape. As per DOPT OMNo.28036/1/2012-Estt(D) dated.03/04/2013 para.(6) it is stated that “ As per existing instructions vide O.M. No.28036/8/87-Estt.(D) dated30.03.1988 and O.M. No.28036/1/2001-Estt.(D) dated 23.07.2001, the total period for which the appointment/ promotion may be made, on an ad-hoc basis, keeping in view the exceptionalities anticipated in these OMs, by the respective Ministries/ Departments, is limited to one year only. These instructions further provide that in case of compulsions for extending any adhoc appointment/ promotion beyond one year, the approval of the Department of Personnel and Training is to be sought at least two months in advance before the expiry of the one year period. Also, if the approval of the Department of Personnel & Training to the continuance of the ad-hoc arrangement beyond one year is not received before the expiry of the one year period, the ad-hoc appointment/ promotion shall automatically cease on the expiry of the one year term. Notwithstanding these provisions, instances have come to notice of this Department where Ministries/ Departments have continued ad-hoc arrangements beyond one year without express approval of this Department, and later on, approached this Department to seek ex-post facto approval for continuation of such arrangements. It is reiterated that continuation of any ad-hoc arrangement beyond one year and release of pay and allowances for the same, without express approval of this Department is not in order”. In view of above, you are requested to intimate the details in respect of officers who are on ad-hoc promotion to this office. In case, period of ad-hoc promotion has been expired and not extended, please forward revised pay fixation orders in respect of effected officers by reverting them to their previous grade. Orders regarding extension of ad-hoc promotion received after gape of a long while will not be entertained. In that situation fresh orders of ad-hoc promotion will be issued by the department.

Most Urgent Information needed - Sub;- Pay Fixation order as per 7th CPC

In continuation to earlier Message, all Head of Office / DDO are requested to forward Pay fixation in respect of IRLA officers taking salary from PAO IRLA as per 7th CPC alongwith Option and Undertaking as specified in Gazette Notification dated 25/07/2016 before 10/08/2016 positively. Pay may be fixed as per 7th CPC on the basis of pay drawn on 01/01/2016. Pay of some officers serving under Prasar Bharti was corrected in Dec, 2015 and Jan, 2016 , since the matter of those officer is sub judice under Hon’ble CAT Branch, Delhi as well as with Department of Expenditure, MOF hence pay in respect of those officers may be fixed as per pay drawn on 01/01/2016. In case any instruction is received in future from Hon’ble CAT or MOF/ MO I&B , their pay will be revised accordingly.

All Head of Offices of All India Radio and Doordarshan Kendras under Prasar Bharti are requested to forward Pay Fixation orders of every IRLA Officer taking salary from PAO IRLA as per 7th CPC and Gazette Notification of Govt. of India dated. 25/07/2016. Pay fixation orders alongwith undertaking as specified in Notification should be sent to this office latest by 10/08/2016 positively through email at pao_irla@rediffmail.com. In case this office not received Pay Fixation order of any IRLA Officer, their Pay will be released as per old Scales. If any query, please contact at 011-24362466,24362301 and 24362302.

Urgent Information needed - Sub;- Attendance of IRLA Officers on 1st July,2016
